Cities skylines commercial not enough educated workers

I have attempted numerous fixes but none have worked so far.

Usual culprit has been 'not enough products to sell' for commercials and 'not enough raw materials' for industrials. I have been having a serious problem with Commercial and Industrial areas getting abandoned en-masse.
